Hololive English Council, also known as Hololive English -Council- (Hololive English -議会-, stylized as hololive English -Council-) and unofficially as Hololive English 2nd Generation, was the second (third, if counting Project: HOPE) wave of VTubers under Hololive English. Ahead of its reveal, the Hololive English YouTube channel uploaded 2 teaser videos, narrated by IRyS, which provided background information on the generation's story.
On October 9, 2023, -Council- was rebranded into hololive English -Promise- and merged with Project: HOPE.[1][2]
